Plan Summary:

In April 1962, the Chicago Transit Authority proposed replacing the Loop Elevated with a downtown subway loop under LaSalle Street, Randolph Street, Jackson Boulevard and Grant Park. The downtown loop subway was to connect with major Loop buildings and fringe parking areas around the Central Area and included a rapid transit link to the McCormick Place Convention Center and the rapid transit line in the median of the Dan Ryan Expressway proposed in the 1958 New Horizons plan.

The plan also included a subway under Clinton Street to serve the commuter rail stations and West Loop, connecting to the unused grade-separated junction at Lake Street with the Milwaukee-Dearborn Subway at the north and using the two unused north portals at Halsted Street on the Congress Line on the south.
